I have a question. can I enter a graphic and also an OPV in the same month? Also does the music need to be H!P related?

here's an answer

Now, on to the contests....
Every person can participate on every one of the contests, but we will limit the entries to one per person per contest. That means that you can participate on all three contests if you wish but you cannot make more than one entry on each. Of course, the more contests you win, the more chances you get to win a prize!

I don't know if the music must be H!P related anyway~ I guess I'll have to leave it for the president to answer ^^;

As I said, the only limitation in OPVs would be time... so there's really not a limitation as to what song you can choose, whether it's H!P or not ^_^

So the image is hand-drawn and hand-colored, but can it be scanned onto the computer and be digitally edited? Or can we use a tablet and do it all digitally (still be hand-drawn and colored just through a program, of course).

@Tiger Yuri: A tablet would be ok. And some digital editing may be ok too but don't abuse it (cause you'd end up making a graphic more than a drawing ^^;
