I have forgotten about this problem.
Didn't know it has not been resolved.
Krusha's post above pointed the problem relating to IPv6 so I did some research.
I am not sure how the IPv6 issue is effecting the picboard problem but I found something on Microsoft's support site.
IPv6 was officially enforced on June 6th 2012 and Microsoft discovered users facing problems connecting to some sites.
( Btw, Microsoft doesn't have control over IPv6. )
Maybe it is similar to our picboard problems.

For me, I have not experience any problems with the picboard. I checked my Network Connection properties and saw that IPv6 was already disabled.
So you can try the fixes but I do not gurantee if it works or not, because I never had to use them before.
