Yeah, it's usually a selection of Kenshuusei being given a song to perform during a tour. It's never a guarantee, but it's always fun to pay attention to them since a lot of the Kenshuusei that participated in the past went on to debut.

That is true They don’t necessarily debut in the groups whose tours they took part in as challenge acts, but there is a strong possibility that the Hello!Pro Kenshuusei members taking part as the challenge acts for this tour may at least end up in a Hello!Project group even if it isn’t Morning Musume. That all being said though I wouldn’t mind if Kudo Yume (the Hello!Pro Kenshuusei Hokkaido members are one of the challenge acts) ended up being one of the new 15th gen members when they’re eventually announced

I can see that Kobushi Factory and Tsubaki Factory are in the guest acts, so they perform after the concert starts.

The regular KSS participating are Ono, Yonemura, Hashisako, Matsunaga, Tamenaga, and Shutto
The Hokkaido KSS will be taking their place for the Hokkaido show, sans Kawano Minori.

She was very surprised to find out that Kobushi Factory are going to be the guest act for the first 2 days of the tour which take place in her hometown of Hachioji. Considering that her favourite Kobushi Factory member is going to be performing in her hometown for 2 days it’s quite possible that Harunan might go to see one of the concerts either on March 16th or on March 17th

Morning Musume. '19 Concert Tour Spring ~BEST WISHES!~ FINAL will be a 2 day Nippon Budokan concert on June 4th and June 5th (Tuesday and Wednesday).
Gotta be the day they announce 15th gen members.
That makes 4 Budokan concerts in June for H!P.
reminder, Nippon Budokan will undergo renovations for a year starting September 2019 for the Olympics. Last chance to see a concert at Budokan, because after June it will be the H!P Summer concerts.

Unfortunately it’s more likely that the fall tour will also end with a Budokan final. I was talking to someone recently about why the Budokan renovations hadn’t started yet when they’d been announced to start earlier than planned and it seems they’re not renovating it after all as the venue’s been downgraded. That being said I haven’t seen an official announcement about so I don’t know if they still plan on renovating the building anyway regardless of the venue being downgraded as a venue for the 2020 Olympics or if UFP plan on holding any big concerts including concert tour finals in bigger venues such as Yokohama Arena and Saitama Super Arena in future.

Could Yoyogi National Stadium be a potential tour final venue after Budokan undergoes renevation? Yoyogi seats 13,000+. Not that much difference capacity for Budokan (which is 14,000+). Yokohama Arena has 17,000 capacity.

Less than 2 hours for the start of the tour, I can't wait for annoucements like the new members and of course new songs (even if they don't announce a new single). And if somebody annoounces graduation, well, I hope she graduates next tour. I think we all deserve a tour which doesn't end in a graduation ceremony since we already had them the last 3 times.
