If you use VLC like I do, when the disc is playing, you click Playback then Navigation, and here, you'll find Title, which you access and you'll see Chapter 1, Chapter 2, etc.

Well.. I have no "Navigation" in the "Playback" menu (Mac OS X version here, btw.), but I can access titles and chapters via the "Playback" menu, but like I wrote.. when I select Title 3 and any of its 4 chapters it only plays a few second the intro. I even tried the "Jump to Time" function with a value of 7513s and it didn't work. There's just no way I can access this stuff here. Grrr.

Well, shit.
Then I don't know. Any other player on Mac that can play DVD's that you could try? (Or perhaps reverting to a much older version, seeing if this makes a difference)

Well, I usually use a much older version (1.5.something), but I now also tried the very recent version (2.something) and the same effect.

What is the normal way to access the content? What does one need to click and when? Maybe I could give that one a try later on my good old PS2.
