Since I've had the experience of crying even more when someone tried saying something kind to me when I have sad thoughts, even though I'd want to say something to them, I'd probably make time for them to be alone as much as possible...
But since it's also lonely if there's no one around when you're sad, it'd probably be best to snuggle next to them without saying anything?
