Besides I think the hula hoop falling. Would have something more to do with gravity, rather than how thin you are

She's not even that thin. It's just her frame is small, her weight is healthy but she has thin legs and arms and pointy joints so it makes her look skinny. And compared to some of the fuller faces in Musume like Risa, Aika, and Junjun it makes her look smaller. I'm sure if she was under weight something would be done about it.

@queuebert: I think that's true of everyone. If you're able to keep a hula-hoop on your hips without holding it or spinning it, you've got a much bigger problem than Reina.
@Risa/Misa: Japan has some rather unhealthy views about body weight. They encourage girls to be unnaturally skinny. I had a Japanese friend who was considered fairly skinny in America, but when she went back to Japan, her family freaked out and told her she needed to lose weight or she'd get the "fat girl" stigma. Even the "fuller faces" like Risa, Aika and Junjun are pretty darn skinny. I doubt Reina's on death's doorstep, but she does appear to be a little underweight.
