Shit management, is all I can conclude with to be honest. She has a more small-time agency, and apart from that, I think Akimoto basically likes to play it safe, going with the already-known girls when it comes to stuff all over the place.
She's pretty, she's extrovert and does well on TV (the little she has done so far), and she would surely get more recognized if she was pushed more!

She just needs a bit more attention. With her face and personality she would definitely stand out.
A bit more photo shoots, a few TV appearances here and there and boom. Senbatsu.
