Good grief, so you're saying that if a girl doesn't have an artificial E-cup then they can't be considered boobs?? Some may consider proportion to be more important than sheer size and volume, and may not like the top-heavy figure.
In all cases I would consider them to be exquisitely proportioned to the rest of her rather fine and petite physique. And thus, in my opinion, rather fine examples of the aforementioned "boobs".

Mizuki has a really pretty figure, we've seen it from the concert. But I think it's just the way she's positioning herself in this photo that's making her look like a body builder.
