They had those headbands in the US in the 90s. It's really just a thick wire in a fabric sleeve that you can bend into a headband. I had one back in the day.

They're called "usamimi" - rabbit ears. They seem to be the new "it" in Japan right now. Other than that, what faerirose said. :)
