There is no such thing as a skirt that is too short. A skirt being too short just means it's on the wrong person.

Too short, on Koha... it's too much of a teaser; if she wants to show off that much (or if her Agency does), she should seriously just wear a swimsuit/bikini XD
Though, it looks more like a shirt than a dress... =_=;
But when I cover up the ende of the "dress", which is right above the butt, the picture looks much better [to me]. She's really pretty and great at modeling, but... I'm anti-bottom-of-butts-being-shown-beneath-skirt/shorts (I detest people that think it's "cute").
