My ratio is little more than 5.0, Yet when I try to download a torrent of size around 500 MB,  I am asked to wait for 2 hours :/ . WT...

I successfully downloaded a torrent yesterday but since it was a BD-rip and not a normal DVD-rip, when I played the file in VLC the video had a delay and moved in slowmotion, so I wonder can I fix this and how?

If there's nothing wrong with the file itself, the problem is on your end. And I assume that if the file has a problem, people would be commenting on this in the torrent status field.

 

Did you apply a certain type of deinterlace via VLC on the file (Right click active file playing -> Video -> Deinterlace: On/Off -> Deinterlace Mode: Type of deinterlace used)? Because if that is the case, then chances are your computer cannot handle that kind of deinterlace mode. If no deinterlace is applied, and the video is still like this, then I am unsure, but I would still bet on this being a problem with your computer (more specifically the CPU and GPU). What are your computer specs?
