The manager figured out that heavy promotions are necessary long before this. When C-ute's Kimi wa Jitensha got 40k after weird uploading of a bunch of videos on Youtube for the single, the manager started doing more promotions. Before that, the sales had been 20k or less. S/mileage was established before this time, so their first single wasn't expected to have high sales, but compared to that era, it was acceptable. Juice=Juice also had acceptable sales if we referred to the old era. And yes, after TF's big sales for Kon'ya dake, the manager figured out novel methods to promote new groups. Prominent KSS members will not be added to groups like MM or J=J, but will become members of new groups. That's one factor behind OCHA NORMA's success.
Second, the manager learned from the stupid strategy of not allowing MM, Angerme or J=J to perform in events for smaller idol groups, such as TIF or similar events. Tsubaki Factory is successful partially due to being able to participate in those events. I don't know about everybody else, but I'm proud that Tsubaki Factory is a group which opens the pathway for newer groups like BEYOOOOONDS and OCHA NORMA to be successful right at the moment they debut.
