Goto Hana was revealed to be one of the new Oha Girl Renshuusei (練習生; trainees) for the morning show "Oha Suta" today. She's one of nine girls that will be competing to become the new Oha Girls. They're going to work in the studio on broadcasts, on the official YT channel, and in various other areas. The audience will help determine some of the challenges, first being able to submit ideas for things they want the trainees to try (form here).

Maybe she debut as solo singer

Maybe! They seem to have moved away from debuting girls as solo artists before they've been in a group for a while to build up a fanbase (see: Miyamoto Karin, Yuhane), but they also seem to be getting ready to debut more girls as solo artists these days, so who knows? I still think they're waiting to add her to MM as an ace generation or to the new group as centre until she's experienced enough to go solo.

Admittedly she was the KSS who I was least familiar with and so when she appeared during the Ocha Norma MV I had a brief moment of thinking, "oh, who is this woman with Makoto, was she involved in the production of this song?"

I just noticed. Her name is Romanized as Goto, but the furigana was written as ごとう on the latest episode of Hello Dream. I could have sworn it was written as ごと　previously.
