Definitely not the best voice but this performance demonstrate how they can work around with style and effects to turn things into a good song. She literally ate Tomochi's song, especially performance wise and Tomochin is a very good dancer.

I think that Aki-P wants to keep Yuuko as an AKB48 member more than letting her have a solo debut. Tomochin got one to promote her more. Acchan might got it because she already told Aki-P about graduation, so he let her debut. Wasamin got a solo debut because she's the only girl in AKB48 that sings Enka, and Aki-P likes those(he wrote few Enka songs). Sasshi and Mayuyu got debuts to promote themselves(Mayuyu rise up from 5 to 2, which is awesome. And Sasshi rise to 4 from 9, again cool...

I don't think Akimoto has much to do with whether a member gets solo work or not, apart from a solo song in a CD/theater. As far as I know this decisions fall into the members' respective agencies, of course, this is how I understand it. So I guess the agencies have focused in getting Yuko acting works, but I can't see how a solo debut would hurt Yuko. I doubt Yuko would dismiss a solo work opportunity.
