It was announced on the Janken Tournament that the NGT48 theater opening is delay till 2016.

Also they have the fan be able to vote for the stage to be performed. It is only from the listed stages on below link.

how? according to Kuura of stage48:

There's two ways one can vote: by subscribing to the official NGT48 newsletter from the official site, or by becoming "friends" with the official NGT48 LINE account. The LINE account will be opened tomorrow, and friend requests can be done from 2pm JST onwards.

Seems voting thru newsletter is easy and they are in English (what I read).
