Having Japanese blood (half or quarter will be enough), having good understanding of the language (speaking, writing, reading), and having permanent residence in Japan is favored greatly when it comes to these things, especially with idol and model auditions. The first one isn't absolutely necessary, but the other two are quite important. Without these factors, it will be very hard to convince them to allow you to join any audition.
As for SKE or AKB auditions themselves, they just had the 15th generation auditions for AKB fairly recently, and SKE is in the same position. The good thing is that AKB is lacking kenkyuusei for their theater performances now, so they should be holding another audition soon enough.
If I recall, HKT announced auditions some time ago. Not sure if they're still accepting auditions, but you can find that out fairly quickly anyway.
