I was reminded of this translation by JonCC on Jplop, that may possibly shed some light on why Kawamura was appointed (as much light as can come from assumptions anyway).

I'm not surprised about Takechan being the new leader, Kawamuu being a subleader is rather surprising. But I do understand it. She is so hardworking and dedicated, she's truly a pro. Not to say that other girls aren't, but Kawamuu seems to be on a whole other level lol. And she's up there age-wise, even if she's near the bottom when it comes to seniority.
I'm just gonna go and say it, I feel like Kananan and Rinapuu are on borrowed time. But that was probably the case even without the news. I may be wrong though. Anju's future is a big question mark, so it's interesting to see where they'll go from here on. And being a little unconventional with these choices just adds more to it.

This does seem like a departure from previously stated assumptions. Granted, it was back near the end of 2014 when Kana was stated as the assumed successor to group leadership in choosing the Angerme name selection. Nearly 5 years is a long time in the idol world though, and Kana has recently had to take a break because of injury. After almost a decade, it would make sense if that contributes to her winding down her career. Likewise, I don't think anyone expected Rina to stay quite this long either. Even if both graduate by the end of this year, it wouldn't really be that surprising.
I think Ayacho just probably stayed longer than even she had intended after Maro graduated, or Kana may have already been made leader. Kana may have even been the leader if Ayacho had graduated in the tour after her announcement rather than giving fans a full year to prepare. With Kana's injury now being an open question though, even she may not be sure how long she plans on staying. As for Rina, I stated in the "which angerme member is going to graduate soon" thread last month that she's seemed too perfect lately and it feels a lot like the graduation glow. Kana and Rina may already be deciding between themselves whether they want a double grad soon, whether Kana plans on trying to tough it out for another tour, or if Rina would stay an extra tour if Kana needs to graduate for health reasons. Since Kana was selected as subleader but Rina was not, it may already be Rina's intention to graduate next even if Kana is uncertain of her own future.
Whether intentional or not though, this does set a precedent for Egg seniority that has been ignored for other groups even while simultaneously ignoring it with the subleader selections. There was another discussion last month where I thought the simplest assumption in a seniority-over-age selection for H!P leadership after Mizuki would be Ikuta. Since Take-chan joined with Mizuki as an Egg in 2008, I thought that the idea of Take becoming leader after Mizuki seemed like it would be awkward if Kana was still leader of Angerme. Eripon was an easy solution to avoid that since she had debut-seniority. If Takeuchi becomes leader of Angerme before Erina becomes leader of Momusu though, I could see that potentially changing the landscape of future H!P leadership. The office has been really trying to push the KSS program lately to boost its importance and prestige. While the Eggs pre-date the KSS, Take-chan having seniority after Mizuki would certainly reinforce that point as a matter of perception.

I'm totally fine with Kawamuu becoming a sub-leader. Generally speaking I'm not the biggest fan of "the oldest becomes the leader", I prefer "the most competent becomes the leader", and from what we've seen from Kawamuu she seems like a great person in a leading position. I'm more confused with Takechan as leader.
Don't get me wrong.
I'm not against her at all. In fact, ANGERME is a group which has many great personas so I wouldn't mind anyone as leader, honestly. Takechan does make sense, she's been in H!P the longest (H!P Kids time included) and she's really into H!P.
However, most of the time H!P Kids/Kenshuusei didn't mean a thing in H!P. Yuka became leader instead of Karin, Ayapan instead of Rio, etc. It was mostly age.
Sounds like Kana is planning to graduate soon, to be honest. But that might be my overemotional first (or second) reaction.
