I also saw these two tweets
For this tour, they added new cities/venues, e.g. Hachinohe in Aomori, Matsue in Shimane
Some places like Shizuoka, Shikoku, Mie, Ishigaki haven't been announced yet

It sounds like a total graduation tour... It, however, also sounds like a pokemon movie...

I was reminded of Pokemon Best Wishes too. But rather than only a movie, it was an entire season/series.

It might sound like a graduation tour but H!P often has titles that have nothing to do with the tours - remember Michishige Eleven Soul where everybody thought Sayumi would graduate? ^^; 

"Best" might be a pointer to the new best of album.

Just being hopeful here...but maybe it means best wishes for the new members? Since they're being revealed on this tour and all...
But it could also def be referring to their new Best album that's out in March.

I also immediately thought of Pokémon. In the case of Pokémon, the Best Wishes season was called this way because it tied with the Black and White games - both are abbreviated to BW. But I don't think it means we're getting two new members with black and white as member colors XD (is Chisaki's color still white btw?)

I would think the new tour name would have been a nice title for Harunan's last concert. And the previous tour's name would have been a nice one to show the MM with brand new members.

No mention yet about what the challenge act thing is going to involve, but it seems like it might be interesting since it’s something that’s never been included in a Morning Musume tour before, or at least not in any recent tours over the past few years :)

I have no idea to be honest with you, but I’m hoping we get an explanation soon about what it is and what it’s going to involve :)

According to A from J P L O P they’ve included challenge acts before:

H!P Bringing back the challenge acts for new groups and Kenshuusei. The last challenge act was in 2015, during C-ute's Yokohama concert and Juice=Juice live tour. Kaga Kaede, Dambara Ruru, Funaki, Ichioka were still Kenshuusei, and Tsubaki Factory 5-nin was just beginning.


I think the last challenge act that was part of a Morning Musume concert was when the members of Hello!Pro Kenshuusei who were touring with Morning Musume ‘14 on their EVOLUTION tour did a performance cover of “Touch My Heart” by Morning Musume Otome Gumi
