Long ago I stopped caring about Oricon. Their numbers are so skewed they are no longer legitimate. Oricon stopped counting sales mailed outside Japan. The latest news I heard about them is they now only count individual sales. That is absurd. A sale is a sale. No matter if it is made in Tokyo, London, Kansas City, or Timbuktu. Bulk sales also count as well.
If Oricon tried to operate that way in my country they would be demonized as racists.

^Well Billboard Japan hardly means a thing to the public over on the group's home turf so... -shrug-
Gonna take a shot at predicting the first week sales and rank for both sources:
Oricon - #3 with 65k
Billboard Japan - #2 with 145k
I think C-ute is screwed on both charts. Nogizaka46's latest single is only in its 2nd week, and that group's popularity has been doing nothing if not growing over the last year. I would be surprised if they didn't rank 4th for the week, and there's a very real possibility for them to give C-ute a run for 3rd if C-ute continues to drop over the course of the week. At the very least the threat is clear and present from them on Oricon. Over on Billboard Japan the gap between C-ute and Sexy Zone could be closed easily over the rest of the week unless C-ute's going to be pulling daily figures in the 20k range all week hereafter I could see the gap being closed and C-ute overtaken as early as tomorrow.
However I'm giving the fanbase the benefit of the doubt as they seem to want to make a loud and clear statement of sending the group off with a #1 weekly. If they manage 1st on either chart or even 1st on Billboard Japan and 2nd on Oricon I'll be happy for them. This single has had pretty poor promotion (shame on you as usual Up Front Pro) so it's already impressive to see it doing so well on not one, but two charts. Oh and since Oricon and Billboard Japan stats have been getting shared can we get someone up in here to share digital stats when available? Having digital data to compare physical data to was a much more fun read than the Billboard Japan vs Oricon talk that erupted on MM's latest singles threads.

It's indeed upsetting that the promotion for this single is quite poor, they should be going all out for the last single but nothing can be done now..

They only sold slightly lower than MM's last single for the first day and did 10k better than their last single, so promotion and sales aren't really a problem. This will almost certainly be their highest selling single.
