I saw the dates early this year but Satoyama Kun twitter just reconfirm March 19th and 20th are the dates for 2016 Spring event.

I wonder if they'll do another lottery to pick who gets to perform as soloists and duos and shuffle groups during the Hina Fes concerts if they're taking place around the same time
