Does she have naturally brown hair? Looking at old pictures, she has black hair on some of them and brown hair on some other of them. She just started her first year of high school, so it is possible that she just dyes her hair.

I think its possible that she has dyed it but I think she looks good with brown hair rather than black hair.

But in my opinion she's 50% cute, 50% beautiful and 100% perfect
I say embrace the forehead, it will make her stand out 

And about her green-ness, I think that will make her progress fun to watch

They do like to dress girls in high waist shorts/skirts. She does have rather strong looking legs though.
