Wrong.
Theater version has 3 original tracks, 3 instrumentals. It counts, just like every other theater edition has from AKB48 in the past years.
The one CD which didn't count, was Sasshii's debut single theater version, because it had 5 original tracks - one more than what's allowed to classify as single in Japan - at least for Oricon itself - hence that version was not counted in the Oricon single chart.
And no, the 200,000 number is absolutely not theater edition singles - they sold way, way more than 200,000 in terms of theater edition.
Oricon is the one outlet in Japan that counts the most sold copies of any release. Every other company that does the same as Oricon, counts less, so if you want highest count of a release, look for Oricon chart figures.
I'm not entirely sure of the RIAJ criteria here, but I think it's a correlation between shipped figures (2M) and currently sold figures (which is slightly above 1,8M as of today).

all this sales talk really got me thinking ..
If a CD shop sell a CD to a customer ..that is obviously counted as sales ..
but what if the CD shop didn't sell to the customer
but there is no way they can return it and the shop already pay the record company the cost ..
for the record company it is a sales anyway because the CD is not their anymore and they have taken the money .. hmm ..

I want to say the RIAJ counts digital downloads in their certification criteria, but I'm not sure on exactly where I heard that. I think it was in relation to Nishino Kana having received a Million certification on one of her singles despite the fact she probably hasn't sold half that many physical singles in her entire career.
