FREENOTE
uinona
Yum! Yum! ORANGE
nekobed
the last two are ska ish pop but the happy/fast part is there. i think FREENOTE is pretty much what you're looking for. they have ballads as well. all the bands i listed are all indies though.. i dont know how easy it will be to find their music.
for more mainstream i think Kimura Kaela has some songs similar to what you're looking for. then there's Mi, Nakanomori Band, and The Pink Panda.. who all could be compared to our favorite bandol, but they're all fairly new.. so there arent much from them yet.
if you dont mind male vox check out Beat Crusaders. they are happy fast pop punk rock awesome goodness

-Heaven's Drive
-Existence
-Jyuu e no Shoutai

Oc, I don't know a band that makes songs like Zone, it's a very different style I think. By the way, I really don't listen to much female vocals besides Zone or H!P, but if you want some recomendations, either male or female vocals...
-Blood on Fire - by Attack All Around (hey, I'm quite addicted to this... )
-Over the Rainbow - by Siam Shade
-Love is Dead - by Psycho le Cemu
Oh yeah, following the style of the songs, you can get some Biyuuden, Orange Range or Nami Tamaki as well...

If male vocalists are ok, try Gackt ("Kimi ga Oikaketa Yume", "Another World", or "Black Stone").
It's hard to find something like Zone, isn't it? Hope it helps!
Please excuse the (long!) double post!

I don't think most ppl know this song, it's not a very famous one of theirs. But I love it, it's about the main singer, he has an infatuation over a Japanese fan that sends him a letter~ So he wrote a song for her.. *sigh* so sweet~ I just think it's yummy that a white guy like him likes Asian girls! lollll
