I'd like to start a new topic within a forum but all I get is the greyed out "You Cannot Start A New Topic" button.

If you have any members that you follow regularly, you'll often find topics where you'll want to comment. Avoiding spam doesn't have to be anywhere near as extreme as posting only once a year as long as you are on-topic and contributing authentically.
